OTR: Mayor Dan Rivera discusses his demands for Columbia Gas

ED: GOOD MORNING. IT IS TIME TO GO ON THE RECORD.>>YOU CAN POINT TO THE WORK WE
HAVE DONE HERE. ED: THREE GRUELING MONTHS TO
COME BACK. DISASTER STRIKES IN THE
MERRIMACK VALLEY. LAWRENCE MAYOR DAN RIVERA IS OUR
GUEST TODAY. IT IS CHRISTMAS TIME. THIS AS GOVERNOR BAKER LIVES THE
MORATORIUM ON NONCOMPLIANCE WORK
FOR UTILITY COMPANIES ASKED
LINES. RIGHT MOVE? WE WILL TALK ABOUT THAT.>>GIFT IDEAS FOR THE POLITICIAN
ON YOUR LIST. LUCKY YOU.>>FROM WCVB CHANNEL 5, TODAY’S
NEWSMAKERS ARE GOING “ON THE
RECORD.”
ED: GOOD MORNING. THANKS FOR JOINING US. CHRISTMAS IS NOW ABOUT 48 HOURS
AWAY? IT IS A BUSY TIME. LAWRENCE MAYOR DAN RIVERA IS
TAKING TIME TO BE WITH US TODAY. RECOVERY WAS PAINFUL AND SLOW
FOR THOUSANDS OF RESIDENTS IN
THE VALLEY. THERE IS STILL UNFINISHED
BUSINESS. AND HAPPY BIRTHDAY. MAYOR RIVERA: THANK YOU. THIS HAPPENS AROUND THE SAME
TIME. ED: DID YOU EVER GET CHEATED ON
GIFTS? MAYOR RIVERA: IT BUILDS
CHARACTER. JANET: WHAT DOES IT SAY WHEN OUR
NUMBER ONE FAN DECIDES TO SPEND
HIS BIRTHDAY WITH US? MAYOR RIVERA: WHERE ELSE AM I
GOING TO BE? JANET: ARE YOU GETTING WHAT YOU
WANT? MAYOR RIVERA: I HAVE COME TO THE
POINT WHERE WE ARE NOT GOING TO
BAG THEM TO MEET THE
RESPONSIBILITIES. I THINK IT WILL BE A DRAG OUT
FIGHT FROM HERE ON IN. IT IS EASY WHEN YOU CAN SEE THE
VISUAL EFFECTS OF THE IMPACT,
THE DISASTER IS RIGHT IN FRONT
OF YOU. PEOPLE WITHOUT HEAT AND HOT
WATER. NOW THAT EVERYONE IS HOME WITH
HEAT AND HOT WATER AND
APPLIANCES ARE REPLACED, THERE
IS THE SOFT IMPACT OF THIS
THING. EVEN THE HARD IMPACT OF THE
STREETS AND THE PARKS. I HAVE A PLACE FOR WE WILL NOT
BEG FOR THEM TO FIX THE DAMAGE. JANET: SHOULD THERE BE FINES? MAYOR RIVERA: ONE OF 2%. THEY SHOULD HAVE — 100%. SOMEONE ELSE SHOULD BE RUNNING
THE GAS SYSTEM IN THE CITY OF
LAWRENCE AND MAYBE THE
COMMONWEALTH. IF PEOPLE DON’T FEEL PAIN THAN
THEY WILL JUST KEEP DOING THEM. THE CITIZEN WILL BE LIKE, WHY IS
THIS STILL HAPPENING AGAIN? ED: THE THING THAT RUNS THROUGH
MY MIND I IT WAS HORRIBLE WITH
THE RESIDENTS WENT THROUGH AND
TO BE WITHOUT HEAT AND HOT WATER
AND NONUSE OF APPLIANCES, BUT A
LIFE WAS LOST IN THIS. THAT IS THE NUMBER ONE THING IN
MY HEAD. MAYOR RIVERA: THE LIFE, THE
PEACE OF NEIGHBORHOODS. I THINK YOUNG LADY LOST THESE OF
HER LEGS. THE PTSD. KIDS WATCHED THEIR NEIGHBORS
HOUSES CATCH FIRE. THIS IS NOT A SMALL THING. THIS IS NOT SOMEBODY FORGOT TO
PUT UP A PIECE OF SOMETHING,
SOME MANUFACTURING. THIS IS THREE COMMUNITIES TURNED
UPSIDE DOWN FOR A LONG TIME. ED: THE EXPLOSION COULD HAPPEN
AGAIN? MAYOR RIVERA: I THINK SO. IT IS THE HUMAN FACTOR. I THINK IT CAN. PART OF THE REASON WHY IS IF
THERE IS NOT A BIG ENOUGH
PENALTY, THEY WILL NOT TAKE THE
STEPS TO MAKE SURE IT DOESN’T
HAPPEN AGAIN. JANET: TO YOU HAVE A NUMBER YOU
WOULD LIKE TO SEE THAT YOU THINK
THEY SHOULD BE FINED? MAYOR RIVERA: I DON’T KNOW. I WOULD LEAVE THAT UP TO DPU TO
TRY TO CALCULATE THAT. JANET: WHAT ARE YOU HEARING FROM
THE BAKER ADMINISTRATION? MAYOR RIVERA: I’VE HEARD RUMORS
THERE WILL BE A FINE. ALL I KNOW IS IF THEY HAVE $300
MILLION IN PROFITS AND AN $800
MILLION LIFE INSURANCE POLICY,
THAT SHOWS HOW MUCH THEY MAKE IN
REVENUE. THEY HAVE MONEY AND THAT IS JUST
ONE YEAR. WHO KNOWS WHAT THEY HAVE FOR
MONEY BANKED AWAY. IF THEY DON’T FEEL ENOUGH PAIN,
IT COULD BE ANY ONE OF THE OTHER
GAS LINES. ED: I WANT TO MAKE SURE I HEARD
THIS. YOU THINK THEY SHOULD YOU LOSE
THEIR LICENSE? MAYOR RIVERA: I DO. IF YOU HELD AT THE GROCERY STORE
AND IN THE PROCESS YOU SHOT
SOMEBODY, YOU WOULD GO TO JAIL. THERE WOULD NOT BE A PAROLED
MEETING. MAYBE WE SHOULD LET HIM OUT ON
THE STREET. MAYBE WE SHOULD TRY TO SEE HAPPY
DOES. NO, HE WOULD GO TO JAIL. 10,000 HOUSEHOLDS WERE TOLD —
WERE TURNED TOPSY-TURVY. JANET: PRACTICALLY SPEAKING,
POLITICALLY SPEAKING, TO YOU
THINK THAT WOULD HAPPEN? MAYOR RIVERA: I HAVE A DIFFERENT
PERSPECTIVE ON THE POWER OF
GOVERNMENT. I’M A DEMOCRAT AND GOVERNMENT
PROGRAMS HAVE PLAYED A BIG ROLE
IN MY LIFE. PEOPLE STOPPED BELIEVING IN
GOVERNMENT BECAUSE THE THINGS IT
WAS SUPPOSED TO DO THEY STOP
DOING THEM. ONE OF THEM IS PROTECTING THEM
FROM BIG COMPANIES. JANET: GOVERNOR BAKER LEFT OF
THE MORATORIUM ON GAS LINES. THERE ARE SOME TOUGH CAVEATS,
INCLUDING HEAVY FINES AND STATE
SUPERVISION IF THEY DON’T DO
WHAT THEY ARE SUPPOSED TO DO. THERE ARE 1200 GUESTWORKERS
STILL LOCKED OUT. D THINK THE GOVERNMENT — DO YOU
THINK THE GOVERNMENT MADE THE
RIGHT MOVE? MAYOR RIVERA: THEY COMPANIES ARE
MAKING DECISIONS ON THE MARGINS
OF WHERE THEY CAN REALLY MAKE AN
IMPACT ON PEOPLE’S LIVES AND
THEY ARE NOT DOING IT. THERE ARE PEOPLE IN OUR
COMMUNITY — WE HAVE TO LET
COLUMBIA GAS TAKE THE LINES. THEY NEED CONNECTION THE HEAT
AND HOT WATER. I THINK IT IS SENSIBLE. I LIKE THE CAVEATS AROUND IT,
THE MORE IMPORTANTLY THIS IS NOT
ABOUT HE IS LETTING THEM GO TO
LET THEM OFF THE HOOK. THEY STILL HAVE TO FIGURE THIS
THING OUT. THEY CAN’T DO THAT IN A SAFE
WAY. THERE’S A POINT WHERE THE
UTILITIES ARE SO INVOLVED IN OUR
LIVES TO VICTORY PAIN FOR THE
CITIZENS. — THAT THEY CREATE PAIN FOR THE
CITIZENS. ED: THIS AFFECTED IN THREE
COMMUNITIES IN THE MERRIMACK
VALLEY. IT IS NOT JUST EXCLUSIVE TO YOU. MAYOR RIVERA: FOR US, I PLAYED
FOOTBALL AGAINST SOME OF THESE
COMMUNITIES. THE BUSINESSES IN ANDOVER EMPLOY
PEOPLE IN LAWRENCE AND VICE
VERSA. THIS DID NOT JUST HAPPEN TO
LAWRENCE. ED: AND GOING INTO CHRISTMAS
TIME AND THE BUSINESSES —
MAYOR RIVERA: THE HOLIDAY SEASON
HAS BEEN TOUGH BUT IT’S ANOTHER
WAY TO GET PEOPLE AROUND HER
BIGGEST TREE LIGHTING CEREMONY THAT WE HAD THE OTHER DAY AND A
MENORAH LIGHTING CEREMONY. IT IS GOOD IN THAT SENSE, THAT
THIS IS NOT A SMALL THING. IF THIS HAD HAPPENED TWO HOURS
LATER IN THE DAY, YOU WOULD HAVE
HAD PEOPLE COOKING ON STOVE’S
AND RETURN IT TO A FLAMETHROWER. ED: EXACTLY. I WILL CHANGE THE MOOD
DRAMATICALLY. MAYOR RIVERA: I KIND OF SPIRIT. ED: — KIND OF FEAR IT. ED: I HAVE THE OTR BIRTHDAY POP
QUIZ. [LAUGHTER]
ED: WE WILL SHIFT GEARS AND TALK
ABOUT THE GAS LINE DISASTER. IN LESS THAN TWO WEEKS GOVERNOR
CHARLIE BAKER WILL HAVE HIS
SECOND INAUGURAL. THE THEME OF THE POP QUIZ IS
BEACON HILL INAUGURALS. QUESTION ONE. POINT GOVERNOR DEVAL PATRICK
TOOK THE OATH IN 2007 HE PLACED
HIS HAND ON A SPECIAL BIBLE. WHAT HISTORIC HOLY BOOK TO THE
FIRST AFRICAN-AMERICAN GOVERNOR
CHOOSE? THE MANDY BIBLE, THE HARVARD
BIBLE, OR THE PURITAN GOOD BOOK? MAYOR RIVERA: APPEARS IN GOOD
BOOK. ED: IT WAS THE MINDY BIBLE. CAPTIVES HAD THE NICE — MU
TINEED ON THE ALMMISTAD. GOVERNOR PATRICK ORDERED TWO
BIG-TICKET A SENSE ITEMS. WHAT DID HE DO? MAYOR RIVERA: ONE WAS SCVS, A
CAR — SUV’S, A CAR. I THINK IT WAS ALL MUCH TO DO
ABOUT NOTHING. THE OTHER WAS CURTAINS. ED: YOU ARE ONE FOR TWO. LEASES IN $1100 A MONTH
CATALYTIC. — CAD

  1. I feel for the people who this effected. But what the people need to know is the gas company workers regularly work in dangerous situations. The real problem comes down to utilities hire contractors to do certain jobs. They have no understanding of the complete system. If that had been a company crew they would of known about the static lines and the need for regulater crew on scene. But non union workers only lay pipe and thats what they are trained to do. Youtu.be/wUEIfjD4MbA my opinion

  2. Im surprised columbia gas didnt have a regulater crew on scene. This was clearly a management issue they should of had a regulater crew on scene for the complete project. Whenever you work on lines involving the regulator pit they should be there all the time. For the contractor this was a main relay project and thats what they did. Why the regulator crews weren't there is a management issue. I worked for a large utility and anytime something happened near the pits they always had crews on site. This never should of happened
